Gov. Moore Swears In Executive Team Including Insurance Commissioner Grant

Maryland Governor Wes Moore this week swore in eight new executive leaders, each confirmed by the Senate during the 2025 legislative session, to fill key positions across state government.

Among them was Insurance Commissioner Marie Grant, who joined the Maryland Insurance Administration last October. Grant succeeded interim commissioner Joy Hatchette. Moore named Hatchette as interim insurance commissioner after Kathleen Birrane’s planned exit from the commissioner’s job last June. Birrane returned to private law practice.

Grant is an attorney with nearly 20 years of experience in insurance and health care policy and regulation.

Prior to becoming commissioner, Grant served as assistant secretary for health policy at the Maryland Department of Health. Her previous roles include director of government affairs at that same department and vice president of public policy with CareFirst BlueCross BlueShield.

Grant began her career as a non-partisan committee counsel to the House Health and Government Operations Committee and the Senate Finance Committee, where she advised on health, life, and malpractice insurance legislation, as well as consumer protection.

Grant received a B.A. in public health from the Johns Hopkins University and a J.D. from Georgetown University Law Center.

To date, the Moore-Miller Administration has appointed 3,400 public servants to the state’s boards and commissions—more than 50% being women, 50% people of color, and 29% women of color.

  • Department of Health Secretary Dr. Meena Seshamani, M.D., Ph.D.
  • Department of Commerce Secretary Harry Coker, Jr.
  • Secretary of Appointments Mollie Byron
  • Katrina Wiggins, Property Tax Assessment Appeals Boards Administrator
  • Yvonne Briley-Wilson, Correctional Ombudsman
  • Tabatha Robinson, Cannabis Administration Director
  • Shelly Martin, Inspector General for Health
